As already mentioned in at least four threads:
Orc passives are not applied in noCP PvP.
I know you're aware of this issue, as mentioned here.
However please also be aware that this is a game-breaking bug for some players.
Please push this issue up a few notches on your priority list - as awesome as Orcs are, not all of them can survive, let alone win, with such a disadvantage in Cyrodiil or in BGs.

fbours✭✭✭Agree, I'm a full time pvper mainly bgs. Not playing pvp until fixed. Bright side, I finished dragonhold story line.. was it part of their plan all along?

fbours✭✭✭I bet it will be till next expansion. NVM at this point it is a feature, it is intended, you just don't know it yet. They want you to pay for race change, see it is as intended... For them to make a bit more cash0
