I think the issue is now that it is so fast, it is causing lag desynch when someone spams it. So it is acting like snipe spam. You get hit by 3 in 1s and can't break the cc despite having full stam bars. Since they don't know how to fix that issue, they just decided to nerf it. Again, thank your PVP dizzy spammers for it (there are a lot).
I had a death recap of 5 dizzy from 2 players a week or so ago on Ps4 NA. Yes I dodge rolled, and yes I spammed the breakfree but the game couldn't catch up, so I went from full health to 0 health in 1s. Yes, all impen, 30k resists 28k health.

Then you can easily cc whenever you want with a medium weave (go look up medium weave). So you get 10% dmg on everything + a controllable cc. Also you get double resource returns from full heavies when people on off balance so extra sustan if needed.
But sure dizzy is dead and any class using it is now dead

Sure but then they'd have to change its dmg to the instant dmg standard, e.g. same as Surprise attack. The slight delay is the only reason its doing more dmg currently. The reason it hit super hard compared was because it was very slow and was 1.1s, which meant it could be used 10 times in the time it took someone else to use surprise attack or such 11 times.
