Basically people in distress want someone else there to hold their hand. It's comforting even though it doesn't change anything it all.
They want ZOS to say something even if it means saying the same thing probably. Or maybe go live on a twitch stream and just read verbatim what they wrote but periodically look you in the eye. Uh, through the camera lens.
