What point are you trying to make tho? Are you just listing crafted sets that have a prerequisite in order to inform the public?
It should be noted that anyone with the required number of traits researched can craft these sets at an attuned station (located in pretty much all large guild halls) with no quest required.4 -

But you have the two in the mage guild island and two in the fighter guild forge.
Again I strongly recommend doing crafting on the caracter you use to do the quests and exploring.
You get more skill point than you can use this way.

✭✭✭✭✭Imperial City sets are locked behind character level. It doesn't take long to level up to L10, but still, you can't access them until you can queue for the Imperial City.I've fought mudcrabs more fearsome than me!0 -

Yes, the fighters guild and mage guild sets are good examples.
Before this game released Zos specifically said some craftable sets would be locked behind quests. I cannot remember how they said it. Maybe that it was specific to guilds. Regardless, what OP is pointing out is nothing new.0
