Like acknowledging nearby friend, guildmate's presence, and do xxx (trade, message, invite etc)
EDIT: I'm not asking if any existing addon do that (far as I know no addon does this, but if I am wrong please tell me the addon that can do these sort of things), I am asking on addon developing standpoint is it possible and how to do it

Zevrro✭✭✭✭I think Miats Pvp Alerts either does this already or something similar to this. It creates a player database and can notify you when specific people are nearby.
"KOS/COOL system. This feature allows you to add a person to KOS list and to get notified if this person attacked you or you mouseovered him on any character of his account.

Baertram✭✭✭✭✭Technically you can only let addons build such a database like mentioned above and as you mouse over a player and the name is in your database you coiuld so something related to it.
But you need to move your reticle above the player fdo this to work.
There are no API functions to search by name for near players or whatever, nope.0
