Just want to make sure, Elsweyr chapter does not include Dragonhold?

I always thought Dragonhold is part of Elsweyr chapter since it is second half of main quest, I didn't expected it will sell as separate DLC.

I doubt it, they told us that mirkmire would be available for free ahead of time.1 -

Considering that it's always been referred to as the next DLC, the upcoming DLC release, and various other similar things, that was an odd thing to think.

No reasonable person thought Tamriel Unlimited gave access to all of Tamriel.
No reasonable person thought Morrowind granted access to all of Morrowind.
Summerset was the first chapter to (kinda) give us an entire province. Depends on how strict you want to be about the fact that the chapter didn't include Auridon since that was base game.
We have already visited Elsweyr in the main game. Dune is in Elsweyr. You've (general you here) likely set foot in the province long before this chapter. People have been doing it since 2014 casually.
Elsweyr is separate from Dragonhold. Elsweyr is a contained zone. It is not like craglorn.0
