Magicka Controller Passive or Ice Comet bugged!

My character is completely naked and only Mages Guild abilities slotted. Inner Light works properly but when I slot Ice Comet it doesn't increase my Max Magicka at all.
And there is even a bigger problem; it somehow is conflicting with Bound Aegis in my opinion because when I slot both Bound Aegis and Inner Light on my both bars, the bar with Ice Comet has LESS Max Magicka...
Can anyone else confim this?
