Why the gap?

So, I looked at the map of Tamriel, preparatory to going to the new area, and I noticed that Southern Elsweyr doesn't connect to the north. There's a gap between them with nothing in it.

Why?

I don't understand what that's about. I mean, from a development standpoint, what do you DO with that space in the future? It's too small to be useful as a new zone or the like, so why wouldn't they just connect the two?

    That's what I mean, there really isn't any ROOM there. The gap is too small to be another area, so I can't figure out why they wouldn't just connect the two areas.

    The gap is already filled up with a Trial, a Dungeon, a Home and the huge abandoned temple used in the Dragonhold Prologue.

    Considering that one of the cities in the area missing is the home of the Mane and that player choices during the AD storyline affects that a lot, or whether you've done that storyline or not, I could imagine they've left out those parts so as not having to deal with that.
