I can't find this written down anywhere. Has ZoS announced it formally? What validates exactly when it will start and end? When is that either way?

    The usual start time for events is 10am ET, and maybe less routine but still frequent is a Thursday start and Monday end. I thought I did see somewhere that ZOS did state the details for this and all the rest of the events for the year, at least the dates anyway.

    I would assume the 'official' posting will be Monday (unless the new DLC release delays that).

    It's actually unusual that we've got this much, I suspect they only put up that calendar of Q4 events because there was so much speculation that with the Elsweyr event being so late there wouldn't be enough time for the 4 events needed for the white indrik mount and they wanted to let players know they'd still be cramming them all in.

    Normally each event is only announced 2-3 days before it starts. Sometimes we know approximately when that will be based on previous years and sometimes the event has appeared on the PTS so we know a bit about possible new achievements/items, but for whatever reason ZOS likes to leave the official announcement until just before it starts.

    I wish there was a calender ingame with the events and start times on it. Sort of confusing on the website at times
