aside from the fact that you are trying to push an arbitrary classification on fictional creatures, even if we go by YOUR arbitrary choices rather then accepting that every fictional universe has their own idea what dragons actualy look like

but
ALL wyverns ARE dragons. because wyvern is a TYPE of a dragon.
