Since I started watching these forums, I can't recall a single patch where there hasn't been a good chunk of people complaining about it. Whether or not that makes the patches "unpopular" is a matter of speculation, but more than likely a negative. The demographics of this forum - if past surveys are to be taken at face values - skew towards highly vested members of this game who are more passionate about it than their average player. That greater level of passion translates (often, not always) to more vocal complaining and obnoxious, loud voices draw more attention to themselves as it is (making themselves seem more common than they actually are statistically).
There are plenty of threads around here where the developers have provided some insight into their direction (other than patch notes themselves):
https://forums.elderscrollsonline.com/en/discussion/490953/u23-combat-q-a/p1 (from the last update)
https://www.elderscrollsonline.com/en-us/news/post/57025 (more recent info on long range vision)
Also, apparently their livestreams, which I don't watch but apparently offer some insights as well.

You must be fairly new to the game because while people were always griping, it wasn't as loud and unanimously disliked until this new combat team came around. I mean...its a pretty cut and clear pattern of what's been going on over the last year+

This must be a joke i suppose as no man ever lived on earth who has been critisized more loudly than Wrobel was.

As in a detailed plan with a goal/gameplay benefit in mind? I've seen small snippets here and there but nothing that's laying out the end goal if there is one. Just seems way to many playstyle changes have been introduced this last six months. It's the reason I left WOW long ago also, playstyle changed so much with my toons it wasn't fun.
I mean if there was an actual benefit to overall gameplay at some point I could understand that. But 20% change to this, and 40% reduction in that, and you have to change your rotation and gear all the time to keep up is wearing people down.

But when things go from bad to worse, it's human nature to long for the days when things were only bad.

There will always be complainers, no matter what is done.its just that the complainers will always make the most noise.
Seems to me that someone came up with a "balance" formula and come hell or high water, they're going to cram everything into it. From my own experience and from all I communicate with, the attrition created by these extreme changes and frequent need to adjust play style is really starting to affect enthusiasm. People are looking elsewhere for their entertainment. Apparently that's collateral damage ZOS is willing to accept...I assume until it starts costing them revenue.
I've been an avid ESO combat enthusiast for 3 years but I still have no idea of why these extreme changes are being made. What I DO know is my own perception of enjoyment...which is increasingly negative.

They are clear why they are doing it - there is a lot of imbalance atm and DPS is way too high for most content. If the meta ‘tactic’ is simply to burn everything and ignore all the mechanics, then something has to be changed. If I’m getting over 100k dps in some dungeons, then something is badly wrong (although I am having a blast).

Yes its called the patch notes and if you look at the game it all makes sense. Good stuff is coming out.
PS, the drama here on the forums is 100.000.000,003245% bigger than the actuall change will be. Relax and enjoy yourself

Really? Gearing up a character can cost up to 1 milion gold and tens or hundreds of hours of grinding transmutation crystals. No wonder that people get upset after their hardwork goes in the rubbish after few weeks or months. Whats the point of spending hundreds of hours on planning and working on your dreamed build if it gets nerfed before you even can finish it? We are not talking here about slight adjustments - were are talking about nerfing to the ground and deleting entire builds with these random patches which seem to have no direction at all!!!
