If you're in combat still, it will not let you through that door. There is a combat bug that is pretty common (not just in Wayrest, but it definitely shows up there more than other dungeons) that keeps you in combat sometimes. To check, go into your inventory. If you have the red border, the game thinks you're in combat. (Alternatively, if you try sneaking and the eye is wide open, it thinks you are in combat.)0
