Scalebreaker patch introduced some achievements that are awarded for reaching max ranks in Alliance War, Psijic Order, Thieves Guild, Dark Brotherhood as well as normal difficulty Scalebreaker dungeon achievements. They are bugged for some characters and those people who were already max rank in those skills and who, upon logging in to the game first time out when Scalebreaker launched, received a bunch of achievements at that moment, but some of them are missing. Since you cannot complete Psijic Order, or Thieves Guild for second time, or to lower your Assault/Support ranks below 10 and level them up again to 10, it is impossible to "complete" these achievements although you obviously fulfill the criteria to earn that achievement. The same is for normal difficulty Scalebreaker achievement - it does not update after completing the dungeons on normal or veteran difficulties.
