Either one works. Your style of play has more to do with the choice than the stats and raw numbers do.
For the record, I have both an Altmer and a Breton MagSorc.

I didn't see much of a change honestly I have a magicka pool between 40-44 k (depending on buff) with 2.5 mag recovery
I even use light armour shield to buff, but the damage is just so good
Usually the rule of thumb:
If you want more dps with all elements - Altmer
If you want more damage with fire only mage - Dunmer
(note that both have nice passives for stamina, which is useful for break fee, roll dodge, block - as a mage you lack stam so...)
If you struggle with sustain yeah - Breton
So it all comes down to just pick whichever race you want to play the most. They will all do well in one aspect anyway.

Do people test these things? what is better? there is gotta be a yes/no answer after testing.
By theory with Breton i get 100 mag regen which is about the same as 600 per 5 seconds. 7% cost reduction. now its better than 250 spell damage isnt it? with magsorc you have to spam shields, that reduction will let you slot more spell damage glyphs.. and thinking of the extra spell resistance that Breton has... it takes it by a mile in theory.
Currently im an High elf thinking of using a race change to breton as shields are super costy this patch, making it impossible to sustain for long with people's cost increase poisons and siphoning. even with 2.2k regen. the cost of shields is ridicules.
What are your thoughts?
