Because I'm a completionist. I want to see all the bars on my achievement summary filled.

The benefits of character specific achievements are:
Role-playing - you get the achievements that character earned
Character-specific achievements - there are some achievements that matter which character you do them on
Keeps players playing the game longer - if you care about an achievement, you'll get it on your alts.
Personally, I'd be fine with account wide only for achievements where it does matter which character you earned them with. It doesnt really matter that I got Master Angler on my MagDK vs my Stam Warden. But it does matter on other achievements! My MagDK and Stam Warden have different PVP and dungeon achievements because they play very differently.

What would the point of playing a new character be if they started with All the achievements completed?

There's no evidence that most people are in favour of it. Opinion is clearly divided whenever it comes up. Moreover, those who lobbied for account-wide skyshards, for example, were warned that it would only be delivered if at all through the Crown Store and now they're the first to complain about the prices being charged. Be careful what you wish for.

The -best- you can hope for is a mirroring of (some) achievements from your other character(s) JUST like they did for skyshards and guilds - aka, for a price (in crowns).
And who'd pay that for what is basically just scorekeepings?
Would you?
Really?
Shell out cold hard cash for crowns just to mirror your monster killings you could easily play for, or dungeon runs you can do again with a few good friends, or stuff like that???
Because, just like skyshards or guild progression, that is the best you can ever hope for here.

But ZoS is letting us keep the skins, costumes, mounts that are tied to a certain achievement account wide, not character bound. So, there is no middle ground to it.

Hey, there's this really awkward thing that happens when someone engages in thread necromancy, and then someone else replies to a post you wrote months ago...
No offense to you, since you weren't the thread necromancer, but I prefer to let dead threads stay in the grave.
Those achievement points have absolutely no use. They're not a currency, there is nothing to gain from it when it reaches certain thresholds (unlike Guild wars 2, for istance), and you can't even display it to brag about it.
