As she is easy distracted this created an problem

Ok so its not so super rare as I thought, it require Rex to be set to visit thrown room during the quest stage duration who is not so long. And yes Oblivion had some weird stuff because the AI system. One nice one is that the secret Mythic Dawn agents will switch to their robes in combat, before you become hostile to them they might switch and then help you
