What does "2 times lower" mean?

Not related to the game, but just a question

negotiating with a contractor, and when I asked if there is a price difference if he do the job exclusively (meaning he can't sell the digital product to anyone else) or non-exclusively (meaning he can), he responded this:
"Non-exclusive price will be two times lower than exclusive."

Now, does that mean non-exclusive would be half of the price of exclusive, or 1/3 of it? or other meanings?

    If he said "his exclusive price would be twice the non-exclusive," that would make sense. And, yeah, you'd pay double if you wanted to keep him from reusing the code again later. But, the way that's set up is confusing.

    It would help to know what the native language of your contractor is.
    I'd bet "two times lower" is simply bad "international" english actually meaning "half". But I would ask for a clarification before signing anything phrased this way ! xD
