Cloudtrader✭✭✭✭✭Best stories might be interesting. Could be best dungeon stories, because some of this are really great, but that might leave out people who don't do dungeons. Maybe best zone questline?
You could also do coolest non-deity villains. Like, the Aldmeri Queen's brother, or the cat lady from the Fighter's Guild questline, or Naryu's "daughter," etc. (Trying to keep it vague so I don't spoil anyone, but that's also a problem with this idea.)
I hesitate to say this one, but favorite races might be interesting, especially if you include all the weird non-playable races. Could get ugly, though.1 -

There should be one for each zone (I believe) and of course the main quest, then you have fighters guild, mages guild, psijics etc..

Evil Characters, the "Zone Meanies" pretty much, counting in Molag Bal, Magistrix Vox, Angof the Gravesinger and so on.
Or favorite King/Queen including the Mane, the Silvenar, Queen Ayrenn, Skald King Jorunn, High King Emeric..
Another Idea could be the favorite DLC(&Chapter?) Character. Said Character would have to be this DLC only or implemented with one.Means NPCs like Naryu or Razum-Dar, who appeared in the Base Zone and later on Morrowind, Summerset and/or Elsweyr Chapter for example, shouldn't be able to participate.
