I think it would be pretty cool to have on the very rare occasion Dragons popping up over a major city outside of the event. It doesn't need to be nearly as often or regular as the sightings during events. But for it to occur here and there over time would add some more life to the base game that it is currently missing. Something changing or being different than the status quo of the zone.

It would also be quite fun to have some Daedric Bosses on par with the Imp City Patrolling Horrors spawn in overland zones randomly, maybe at a Dolmen that hasn't been engaged in a while.

Something like that would be awesome as well. It doesn't need to be world breaking. Just something that is kind of spur of the moment "I was there" kind of thing.

It would also raise awareness of there being different bosses in other zones, and therfore sell the content.

Have some sort of high level boss like an dragon run around in an area with lots of bot report.
That would be pretty entertaining and might become an spectator sport.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

If they reduced the frequency and made it a rare event, that would be fantastic. I'd love that.
