According to https://elderscrollsonline.com/en-us/joinus , it seems like the Morrowind and Summerset addons are included, if you buy the Elsweyr one (for CE, the CE Items too). Is it really as it seems or are just the Elsweyr addon and its CE-items part of this deal?
