Is max cloak duration 3 or 5 seconds?

I am recreating my NB build on esobuilder and it says that max cloaking time is 5 seconds, i could swear the maximum is 3? What gives?

Edit: It used to be 1 second, with the Shadow passives bumping it by two to be 3 seconds. Devs realized this made the skill wonky at low levels, so now it is 3 seconds at base with no benefit from the passives
