Smart Loot question

This is not a gripe complaining about RNG, but a question as to how some, mostly useless, items continue to exist in this game, while others which might have actual utility do not. The way the loot system has been explained to me is that weapons that cannot take advantage of the set bonus will not drop. Such as a set which only procs from a melee damage. Ranged weapons cannot proc this they shouldn't drop. Which is why we don't get an Advancing Yokeda bow. I can live with that; though an AY bow would be useful to a stamina build even if it did not proc the 5th piece bonus as it could take advantage of the 4th piece bonus.

If that is the case, why are there things like Vicious Serpent staves? We know the set:

(2 items) Adds 833 Weapon Critical
(3 items) Gain Minor Slayer at all times, increasing your damage done to Dungeon, Trial, and Arena Monsters by 5%.
(4 items) Adds 833 Weapon Critical
(5 items) Adds 129 Weapon Damage, Reduces the cost of your Stamina Abilities by 8%. When an enemy you have recently damaged dies, you restore 2150 Stamina and gain Major Expedition for 8 seconds, increasing your Movement Speed by 30%.

As I understand, weapon crit and weapon damage have no effect on staves. Just as spell damage/crit has no effect on melee weapons. I've heard this might be changing, but haven't been able to find anything confirming that. Seeing as you can't beat an enemy over the head with your staff, shouldn't "Smart Loot" have removed these useless weapons from the game, as they did with the AY bow?

    The AY bow was removed because the 5pc bonus procced off of melee damage. Bows do not deal melee damage, therefore, bows couldn't activate the proc. However inconvenient the drop might be VO staves can activate the proc upon a kill, therefore, it is not useless and is not a candidate for smart loot.

    Smart loot removed weapons that literally cannot proc their set effect. AY Bows cannot ever proc their 5 piece bonus effect, even though a player might conceivably want one.

    Staves that grant weapon damage buffs always grant their weapon damage buffs, even if your build doesnt benefit from it.

    Its the difference between "this weapon is pointless" and "this weapon's fifth bonus literally does not work."

    Unfortunately, ZOS didn't really update it to take the update to two-handed weapons counting for two set pieces into account, because the 4th piece bonus does still work.

    I get why the AY bow was removed, and it makes sense for that proc. But with VO, the staff can't take advantage of 75% of those buffs. I understand you can get the 2150 stamina and Major Expedition from a kill. However, it doesn't make sense as to why a weapon that can use only 25% of the set's bonus gets to stay (a VO staff) while an AY bow, which can take advantage of 75% of the bonuses is nixed because it can't proc the 5th piece. The mats I get from deconning VO staves is nice, don't get me wrong, its just strikes me as odd.

    Is it really just down to whether or not the weapon can proc the set, regardless of the rest of the bonuses?

    Nope, it's just no bows for sets that talk about melee attacks.

    This is used in certain magicka nightblade one shot builds due to armor penetration of 2 weapon passive being stronger then flame staff in certain conditions :)

    This is true, however if you have AY daggers and no Maelstrom or master bow the AY bow is still BIS because the 4th bonus.
    Granted this is an bit niche but one I was in once.

    Use cases for an spell power cure bow is way way less. And yes its an common drop in WGT the loot table is tilted.
    I farmed it forever for an resto staff for my healer and broke down more than 10 bows.
    Grinding just make you go in circles.
    Asking ZoS for nerfs is as stupid as asking for close air support from the death star.
