[FIXED] Transmutation Set - Working as intended? (BUG)

Just a few things so far:
-Refreshing Path is not proccing it but is a AoE HoT and should (WAS WORKING PRIOR TO SCALEBREAKER)
-Siphoning Attacks IS proccing it but is not a HoT and should not
So many more tests to run honestly, maybe the PTS will address this.
