EDIT: used to just say delete but i figure I'll use it for good instead of neutral.

I don't see the harm in deleting a thread where no one has commented on them yet. can we get this ability?

Did you report this thread and ask for deletion that way?
If not, I would do so. That way, it's flagged and put right in their line of sight.

I've found that just changing the thread title to some variation of "delete" isn't very effective.

I'm concerned that if i did that the "report" might on my permanent record 0.0

Well, they can see that you're the OP of the thread. Asking them to delete it wouldn't be something you'd get in trouble for.
The report itself doesn't show up "on your record," (well, other than increasing your "Discussion" count -- the forum software treats a report just like the creation of a thread.)
They have to purposely flag your account with some sort of moderation (an infraction point, or some variation of a ban) in order for you to earn a "record."

It was actually a mod on another forum for a different game that suggested we report threads that we wanted deleted rather than just changing the thread titles because it helped them to spot the threads faster.

That is because there is no option to delete a thread. Moderators don't delete them. They merely change access permissions of a thread to make users be incapable of accessing it. The thread stays forever.
