With the readjustments to DOT's making them 1.25X spamables instead of 2.5x (or more in the elsewhere days) I do not feel that I will have to fill my bar with DOT's of either the AOE or sticky single target variety to be viable. I will likely slot just lightning flood (because of it's synergy) and perhaps 1 single target DOT such as Entropy. For the bulk of my AOE I intend to slot the fire ring spam-able AOE and, of course, Elemental storm. I may also run lightning form in AOE for the AOE, added defense, and better mobility. There will be plenty of room on my bar for all of this as I no longer need to have 8 DOT's on my bar to be competitive. I expect that placement of AOE attacks will be the real key to DPS now whereas before it was most about DOT timer maximization. The only thing I am worried about is the super high increases in costs to AOE's. If that proves too much I may do a shock staff back bar with just the AOE's and utility skills on it and do the whole full heavy shock thing.

My opinion is that having to have 2 different set ups for AOE's and single targets was really the problem this last patch had when you needed 8 or so single target DOT's for boss fights and will not be next patches problem. Next patch you just won't need to stack a huge number of DOT's anywhere to be competitive. They won't be a massive advantage. In fact, I expect that ground DOT's will be a net loss in AOE as things don't tend to stay put long enough to get all the ticks so you will be better off most of the time with the greater number of enemies you will get on average in each AOE spam-able hit from fire/shock ring or spinney blades.

On balance, I think the changes will make combat more fun provided they re-scale the fights for the 50% dps decrease everybody is going to take. I also think that there will be more class identity as most of your utility skills are class and also many classes have a big proc or execute skill that will now matter much more than it did.
I am currently worried for the future of ESO. Population seems like it is in free fall and the cancellation of the North America in-person gathering feels very much like pulling the plug. Kudos on fixing the in-game economy though. Clearly whatever gold shenanigans were happening the last couple years are fixed.
