True, but Dragonhold is the last part of this expansions, Year of the Dragon. So if it is held back then it is for another story entirely.
Though it is possible that next years story, which won't be dragon stuff by their own words, will begin in central Elsweyr.0 -

To me that depends on whether or not they had something to put there or if it'd just be empty wilderness and/or ruins. One thing I dislike about say Reaper's March is that there's too much "nothing" and meaningless ruins on that map and not enough content that can be engaged (outside overland mobs that can be fought but I can find that anywhere outside a city on any overland map).
Unless they had some story to go with that, especially as that area contains two major cities that would need NPCs and story content if they're not to be meaningless backdrops, I would much rather they either save them for a later date or never do them at all. I don't spend so much time staring at the map of Tamriel that it'd bother me in any meaningful way, two major cities either just cardboard drop backs or ruins, would ever time I went past them and might make me skip the entire map.
Seriously, how much time do you all spend staring at that overland map?0
