Think it has to do with size of the zone, small zone = less content.
big zone = more content.

I was expecting another one man arena trial like Maelstrom. DSA was the first 4 man trial. Then we got Maelstrom with Orsinium. Then Black Rose Prison with Murkmire mast year. Since we got a 12 man mini trial with Summerset (Cloudrest) and 12 man full trial with Elsweyr (Sunspire) a one man trial would be expected. But I wouldn't mind a 2 man trial tbh. Be something different and new.

I do wish that dungeons weren't exclusive to dungeon dlc's now. Have maybe 1 new group dungeon in the dlc zone. I mean we don't even get new public dungeons in these things. 2 delves and 2 world bosses just doesn't cut it.
