Does the DoT from Agony work on mobs immune to snare and stun?

jambam817_ESO✭✭✭From what i have seen, it doesn't apply the spell if they are immune. I tried this on a few bosses in the 12-15 dungeons. the spell would show the cast animation, but not complete and the message "This target is too powerful for this effect" popped up in the corner. Didn't appear to take additional DoT from this effect.0
