Make skills work differently in pve and pvp

Would it be impossible?
Buff skills in PVE (before they were all nerfed to the ground) & when in a pvp zone, the skills get automatically nerfed changed to what we have now.
That way there will be less complaints about nerfs, and it might be easier for the devs to ne-, I mean, adjust the skills for PVP.

    ZOS seems to cling to this mantra of 'must balance PvP and PvE together'. My question, after five years of trying to make that work is: 'How's that workin' out for ya?'

    Joking aside, I've been suggesting balancing the two separately for a long time. They are two separate games when it comes to combat and should be treated accordingly instead of tossing them in the same pot and perpetually feeding animosity between the PvP and PvE communities.

    Guild Wars did this.

    Soldier's Stance: Elite Stance. (5...13...15 seconds.) You have a 75% chance to block. You attack 33% faster while under the effects of a chant or shout.

    Soldier's Stance (PvP): Elite Stance. (4...9...10 seconds.) You attack 33% faster while under the effects of a shout or chant.

    Signet of Ghostly Might: Elite Signet. (5...17...20 seconds.) All spirits you control within earshot attack 33% faster and deal +5...9...10 damage.

    Signet of Ghostly Might (PvP): Elite Signet. Target allied summoned creature deals +5...29...35 damage. That creature is destroyed after 10 seconds.

    Yeah, I was wondering they don't do it because the engine doesn't allow it or something. IMO nothing speaks against doing so, it can't be more time consuming than coming up with all these changes and trying to satisfy both sides (which doesn't seem to work too well ^^)

    The engine does allow it.

    Sorc Negate is one of the very few skills which do work differently when used against players or against NPC enemies.

    Used to be a nightblade skill that stunned NPCs but only snared PCs.
