The current system benefits heavily around guilds that make you pay dues but why not make a special fund which is only acquired through guild related activities.
Guilds should receive quests the moment they have X amount of players and then should have the ability to use the funds acquired through Guild quests/activities (grouping together and taking on content,etc) to purchase spots through-out the map of ESO.
Currently guilds have amassed large sums of wealth (more so the bigger guilds that have combined or ate other guilds) but this doesn't in anyway equal guild activities whereas a system that says you must do something that has an emphasis on your activity within the guild, directly correlates with what being in a guild is all about i.e taking things on together.
Just a little thought I felt I wanted to share after a mate messaged me about this particular issue on Xbox.
