There are so many opportunities in Tamriel. Nobody's asking you for your SSN or your address before you can apply for a job. You could just be the waterboy of a smith and get paid for it. You could offer to sweep the floors in taverns all day long as if trying to keep it absolutely dust free. How do people become beggars? Is business so bad in Tamriel that you can't afford to hire people?

    What I meant by that is that there's no way to track people in a system so the hiring process must be extremely shorter.

    I actually thought at first that this was about the people in zone chat or in whispers asking for free gold.

    The answer is that there is probably an overabundance of workers and a finite amount of jobs available that don't involve risking life and limb. So employers can likely afford to be choosy with their hiring practices.

    I imagine the most lucrative jobs are for mercenaries and adventurers.

    Some random genius could create the illusion that a certain task is needed at every home or tavern ever to exist and then form an organization of workers that specialize in doing that job.

    A lot, actually. Although they do usually come in the form of an arrow floating over some total stranger's head while they beg you to go kill someone for them or find some book they lost or something. ;)

    As for the OP's question, you know the old saying. "*** happens." The beggars are usually mentally ill or fallen on some hard times or possibly are just trying to take advantage of you.

    Hasn't happened in awhile, but I used to get whispers from players (usually in places like Glenumbra and Stonefalls) whispering me to ask if I'd give them 10k gold for a mount (this was after they introduced the level up rewards). When I refused, their responses were always something like "but your toon looks rich!!" :|

    I'd even had a few send me a friend request asking for gold XD

    My personal favorite though was a person whispering me asking to "help a new lvl 10" by giving him 30k so he could buy a mount and some gear. He didn't realize he was pretty close by so I located him easily. He was wearing the emperor's costume :(

    I don't respond to in game beggars - they go on my ignore list. But when I have friends who start playing, I give them a fair amount of gold to help them get set up. In fact I've done that in the other MMOs I played too, since the friend who got me into WoW did that for me, and daughter ditto when she got me into RIFT.

    Pay it forward, pass it on. But that doesn't include people I don't know.... and probably don't WANT to know.

    Well.. There's monsters, beasts and daedra everywhere, as well as bandits, cultists and straight up warzones. It's hard being an unarmed farmer with no combat training.. If you cut down a tree for wood there's a bosmer hunting you down because of its religion.
    And if you actually get lucky, suddenly some previsously unknown hero pick-pockets you and loots everything you own after killing your family for gold.

    What I don't get is, sometimes I pass npc beggars in towns who are asking for gold or some help, but when I try to speak with them to give them some gold, but there's no option to do so.

    TES has never outright admitted it but there is most likely a beggars guild. A guild whose members make pocket change by begging while also being eyes and ears. The beggars guild makes good coin by being hired to discretely obtain information in non-intrusive methods. After all, who pays attention to the person begging at the corner? Many of the upper class have become blind to the "needy" that they unwittingly give information away simply by walking by while in conversation with one another.
