Sorry to say but it's not going to happen. I kinda wish we had a special slot besides the active skills, for slotting a single "passive buff only" skill where one could park that skill. Maybe another for an "activate automatically when entering combat" skill... so those kind of skills would still be in play, but not in an "never bother to use, just here for the passive effect" stain on the action bar...
