Is Hurricane, Iceheart etc. hitting neutral characters new thing?

I'm not exactly sure but I seem to remember these skills not being able to aggro neutral yellow characters. So is this new or do I just remember wrong?

✭✭Neutral characters (with yellow health bars) had always been agrroed with any attacks (that's includes AOEs)PC - EU:

I remembered running through them in delves etc. with iceheart proc or something on didn't used to aggro them.0 -

✭✭✭✭✭Don't know about proc sets but Hurricane has always aggroed yellow mudcrabs if you get close to them. Heck, even my magplar's extended ritual draws angry mudcrabs.
Irritating when overland and you stop to buff up for a significant target ahead only to get swarmed by angry little mudcrabs. Nasty creatures.PC NA(no Steam), PvE, mostly solo0 -
