Gossamer proc from minor lifesteal?

I'm thinking about using this as an offset on my tank for dungeons if it can be proc'ed by blood alter. Figured it would be an easy way for 100% uptime.

✭✭No it won't be an easy 100% uptime, because the buff doesn't apply if you are at 100% health. Great design, isn't it

It doesn't proc on minor lifesteal, @satanio.
I just tested it yesterday using Force Siphon on some Thunderbugs outside Wayrest ...
EDIT: It appears minor lifesteal does proc Gossamer ... I was not actually doing damage to the Thunderbugs to get healing out of Force Siphon. So this does work. Many apologies.
