The bug where if you break free immediately after a knockback happens, your character animates the break free and it puts you on a new global cooldown, but you don’t actually break free, and you have to wait a full second before trying to break free again... that bug is back.

I have seen that so many times for quite a while, I always thought it was some poison. I most often encounter it with a fear circle of some kind, where I have to break free twice sometimes three (not the new templar eclipse)

It was fixed in the Elsweyr patch, but this last scalecaler patch they seem to have brought the bug back.

The bug is that if you “break free” but it was too soon (due to lag) then you still have to wait a full second (a global cooldown, since breaking free is on the GCD system) to try breaking free again.

Additionally when getting knocked down on towers or from rocks and you break free mid air, you char will fall down at a very low speed (about the same back when you could negate fall damage by walking backwards).
During this time you can't move and your char is still seen to be exactly at the position where you got knocked of the edge.
If you eventually reach the ground you have to break free once again due to the bug explained above by Thogard
