I still have the 3 free name change tokens, haven't made any race changes, but thinking of changing names after changing outfit theme myself.
I'll support cheaper prices, since ppl can want to change names for many more reasons than race change.

If I was you I'd choose character names which aren't obviously associated with any race, at least for the characters where having the current flavour-of-the-month build is important, so you can save yourself a token when changing them.

Being able to change the name of your character isn't something that should be charged for in the first place. Same with appearance changes. This should be built into the base game, not exploited as an overpriced microtransaction.
If there are server-side reasons to limit frequency of name/appearance changes, then they could have a mechanism to prevent more than a certain number of changes within a certain time period. They already do this with character deletions so it wouldn't be hard to do it with name changes and appearance changes.
