Power Surge Crit healing.

I know something has changed but for some reason my old noggin can't wrap my head around this. Before Power Surge would heal when crit damage was done. Now it's crit heal. So does this mean this only works for me when I use healing abilities? If so, should I still use it for the 20% extra damage for 30 seconds or so and not rely on it for healing now?
I used this before for healing, so not sure how to use this now. I just can't understand for some reason.

✭Power Surge is a healer tool now, or if you slot some other healing abilities that can crit, like Structured Entropy or Matriarch (lmao). Use Critical Surge for selfheal and Major Sorcery from Entropy or pots.1 -
Nevasca✭✭✭✭✭When you crit heal, you will heal in an AoE around your character, as opposed to only self healing. If you're not a healer, don't use this skill anymore, if you want Major Sorcery use Degenaration from Mages Guild, for self-heals you can use Crit-surge if you don't want to slot Resto staff for Rapid Regen.0 -
