I think Senchal will be the hub with guild traders and such, there was a focus on showing that area in the recent quakecon presentation. I hope Torval is given some justice too though, being the spiritual city of the Mane and all.
Senchal and Torval have been my most anticipated cities I've wanted to see in Tamriel, so I hope they're given a proper representation

Dragonhold isn't a dungeon DLC. It's an explorable map, like Murkmire, but smaller.
