First, on which platform and megaserver do you play TESO? An error such as the one you describe can occur on one platform or megaserver but not on the other(s), so ZOS needs to know that information. Please refer to Guidelines For Bug Report Forum about how to post a bug report.

Usually, but not always, an issue in which the player abandons a quest, but subsequently cannot find its quest giver, is resolved by logging-out to Character Select, then choosing the same character to play again. (Logging-out will cause the megaserver to update the character's over-all game state.)

Else, it might be necessary to Quit the game and log-in to play again (e.g., with the Launcher). If you do quit the game, then it is a good idea to run Launcher, use the Game Options menu, and choose Repair Files, before resuming play -- just to be sure that the game installation and game client are not corrupted in some way.

NOTE: these measures might not work when the character accepts a quest from an NPC which the character encounters during the course of pursuing another quest. If you abandon the second quest, you might have to abandon the initial one, too, in order to receive another opportunity for the second one during repetition of the initial one.

If you complete the initial quest and receive the reward, then ordinarily the second quest becomes unavailable. Accordingly, the character should complete the second quest before completing the initial quest (although that is not always necessary). Suffice it so say, the game designers should beware of "nesting" quests especially when a quest-within-a-quest ends after the original quest.

Nonetheless, there are some quests in TESO which have such a structure. So players must beware of the order in which they complete the quests, and think carefully before abandoning any of them. In such a situation, it is a good idea to consult a website such as UESP.wiki and search for information about the original quest and its sub-quests before completing any of them and/or abandoning any of them.

I play on PC EU server, it was almost 2 weeks ago and I already relogged several times, same with repairing files - apologize I didn't include this information in my first post.

Also, as I mentioned NPC doesn't show up near Shimmerene Wayshrine. I submitted 4 tickets total and last feedback I got from customer service, which was yesterday, is that I should interact with NPC to progress the quest...... :-/ well, I'd love to if NPC was there.

In terms of quest I started "Psijic's Calling" which, I believe, is first from Psijic Order quest line but I didn't complete it yet. I literally tried everything.

Tried going to Artaeum to talk to the dude in there? See if it’s gone to next stage?

I have a similar problem, spoke to Razun-Dar but the people to talk to aren't spawning and it just says to talk to him. I tries quitting it but same result,

Apologize for late reply - honestly, tho, I just gave up. I got another character - DK tank - and finished this quest on it. All I wanted was Concentrated Barrier passive for my tank and sinced I discovered tanking on DK (previously was running Templar) I won't bother again to get this quest on my first char.

Thanks @mRbL & @Shadowshire my apologies I sorted this and updated my thread. Basically going direct to the Khajeet was not working, I had to go the wayshrine guy first - even then the Khajeet did not appear so I had to log out, log back in - then it seemed to fix it.

Psjics grinds is actually ok, but the hours wasted trying to sort the sequence out was annoying!!
