You are right. The thing is, it remembers the previous number and when doing writs, it's easy to mistakenly make XYZ of something instead of 1 of each.
It should be defaulted to 1 for everything.

Because there seems to be something seriously wrong with the temper drop rate when refining raw material in large batches. Refining a large stack all at once has, so far, consistently provided me with less gold tempers than I usually see from repeatedly pressing R for minutes to refine in units of ten. I do not have enough data to compute the probability that this is just a matter of bad luck for me, but many other people in guild chat seemed to have similar complaints over the past week.
I can't say how probable it is that something is actually wrong with multi-refining, or if perhaps that the overall drop rate was nerfed, but I would definitely say that "something looks fishy".

Maybe they changed it, maybe I was just really unlucky last time, or maybe things are still broken and I got lucky, but in any case: my most recent multi-refining attempts have yielded more or less the same amount of tempers as the tedious single clicks I made for half of the stacks for comparison. Unless someone goes to the trouble of making a proper statistical analysis of this (I know I won't - it would be too much like work), I will probably use the new functionality going forward, and say good riddance to the old and tired tedium of refining full stacks in chunks of 10.
