Flying Blade:
Its simply because its
dodgeable, a possible
Major Brutality that is completely unreliable if your opponent dodge rolls your dagger is simply not worth running. If you have to spent more than 5 seconds in a fight trying to gain a buff you need for it then you've put yourself at a severe disadvantage.
Even now that
Rally has taken a significant nerf, Flying Blade will still be put on the shelf to go dusty and be ignored, its like if Rally's tooltip said "Have a 20% chance to gain Major Brutality" its simply not good enough and too much hassle to trigger. Maybe there are some clutch scenarios where people use it to start a gank where the enemy doesn't know its coming but in general PvP its practically unusable.
I've been trying all of today to see if I can get it to work, to save an ability slot by working as a gap closer and weapon damage buff, but if they dodge it you can't gap close them or get the damage from it.
I don't know what needs to be changed to make the ability usable and I'm not saying to make it undodgeable, but it needs to be looked at and reworked in some way.
