This is how Surge should be

Surge
  • Reworked this ability and its morphs. The base ability is now called Power Surge.
  • This ability no longer grants Major Brutality. It now grants Major Sorcery.
    • Power Surge
      • Renamed this morph to Healing Surge.
      • This morph now grants its healing to up to 6 targets, but will trigger off Critical Heals rather than Critical Damage. The cooldown is 3 seconds rather than 1, to ensure it offers similar healing to other AoE heal over times.
    • Critical Surge
      • This morph now grants Major Brutality.
      • Increased the healing granted from this morph by 10%.
That is,

Power Surge
  • Invoke Meridia's name to gain Major Sorcery, increasing your Spell Damage by 20% for 33 seconds. While active, dealing a Critical Strike heals you for 2550 Health. This effect can occur once every 1 second.
    • Healing Surge (morph)
      • Invoke Meridia's name to gain Major Sorcery, increasing your Spell Damage by 20% for 33 seconds. While active, activating a Critical Heal causes the ability to heal you and your allies around you for 2550 Health. This effect can occur once every 3 seconds.
    • Critical Surge (morph)
      • Invoke Meridia's name to gain Major Brutality and Major Sorcery, increasing your Weapon Damage and Spell Damage by 20% for 33 seconds. While active, dealing a Critical Strike heals you for 3300 Health. This effect can occur once every 1 second.

    I saw this in a video about 2 weeks ago, has this been changed now?

    This is from a video taken on PTS server.

    I'm a little behind the times but have noticed a lot of threads relating to losing major sorcery (on a sorc...)

    This is exactly how "Inferno" (DK ability) works

    Power Surge was changed very late in PTS cycle. It is now a group heal when some other heal crits, with a 3 second cooldown. It does not heal the caster based on crit damage. So the class did not so much lose Major Sorcery as the morph of Surge that gives Major Sorcery is now a bad skill that hardly anyone wants to waste a slot on.

    And even if wasting a slot wasn't a concern, for something that does nothing helpful for you but provide Major Sorcery (not even your whole group, just you) it sure is priced high.
