Problem is, nobody will want your level 20 gear, you won't get any decent coin unless the gear is CP160.
As for mats, if you don't already have the gold to play the "buy low, sell high" game, you'll have to do the same thing the rest of us is doing, which is grinding.
At your level, it's basically either go fishing and sell your Perfect Roe (sells for 10k-15k each) or grind upper/lower Craglorn for Potent Nirncrux (sells for 10k-12k each).

That's your first problem, at level 20, all the basic income (item frops, quest rewards) is kinda meh. And the investment costs for riding and backpack/bank ungrades are high... I'd probably fish in Summerset. Pyandonean bottles are far more plentiful than Perfect Roe or Potent Nirncrux and they sell for about 2.5K on PC NA. You get a chance for Perfect Roe as well.
With the Orsinium event you probably get 2x material drops picking flowers, there, based on past history. Corn Flower is the highest value at about 400.
My own preferred method is Tel Var farming. Technically you could go to IC and participate, but it would be super tough at your level. However there is the "zombie" section in the blue faction sewers, which isn't heavily frequented anymore. Grinding your character there, preferably with one higher-level buddy, has a couple of advantages. You gain a lot of XP, you level the Fighter's Guild and you get a lot of Key Fragments in addition to Tel Var, which you keep, even if you get killed. Key Fragments sell for around 70 each. It's hard for me to estimate a farming time; I play in IC a lot and regularly accumulate full stacks of 200.
Then there's the "let's make a profit from undervalued reagents" method, which works as follows. Fully level your alchemy. Buy Alkahest @ 3 gold each, Fleshfly Larva @ 20 gold each and 1x other ingredient that combines with the two (Imp Stool etc.) @ less than 40 gold each in a guild store. Make poisons from that. A single batch consists of 16 poisons, which you sell to an NPC for 80 gold. Profit results, however this method is quite tedious.
By far the best way to make gold as a brand new character is selling a high-value new motif page during an event. In the early days of the anniversary event, this spring, I sold some chest piece motifs in the 100K to 200K range. It mainly involves participating in the event and being clued into the markets (https://us.tamrieltradecentre.com/), then getting a lucky drop and knowing what it's worth. People pay ridiculous amounts just to be the first to complete a new motif. Your timing has to be right, as prices tend to drop sharply after even just a day. I don't know whether there is anything like it in the current Orsinium event.
Doing crafting writs daily on multiple characters for a chance at valuable gold materials is many a player's bread and butter. I am not sure how far levelled you have to be for a chance to get the gold materials. On PC, get an addon, such as Dolgubon's Lazy Writ Crafter, as well as MultiCraft for the alchemy method (may be superseded by Monday). Master crafting writs, dropped from the dailies, can also be worth a lot. Prices for those vary tremendously, mainly based on how many vouchers they yield.
If you are a fully levelled enchanter, then making CP150 blue glyphs for others to deconstruct and level their enchanting can yield a 10:1 profit. The probable reason the profit is so high is that you cannot batch these up in guild stores. 30 glyphs take up 30 slots (the maximum) and they tend to sit in the guild store for half a week, before someone discovers them and buys all of them. The profit is high, but the turnover is too low for endgame players. However that can make it interesting to someone with no money. It's a similar story with making CP150 rings for others to level their jewelry crafting. Those two skill lines are the hardest to level and require a lot of items to deconstruct.
By the way: Any purple piece of jewelry has a good chance (maybe about 75% with passives) to yield a Zircon grain, worth 2K+. Many people don't do the math on this. If you can find destructible (careful there) purple jewelry priced at below 1.5K, it's worth buying for a shot at a Zircon grain, but make sure to get the relevant Jewelry Crafting passive fully levelled first.
The best way to level enchanting and jewelry is to find a buddy who is in the same boat as you. Create glyphs / rings and deconstruct each others crafted gear. This will give you the most experience. Ideally you want a higher level friend, who'll craft you a lot of CP150 items to deconstruct, though.
