Blazing shield

Need some advice. I’m now playing a magplar with 28.5k health. I’m using blazing shield and my understanding is the shield should give 30% of my health but tooltip says just 5k shield. Anyone know the reason why?

✭✭✭✭✭I have not used the skill in PvP in awhile so I do not know how it is affected by battle spirit so I ask, is this in PvE or in Cyrodiil?
