Imperial City sewers entrance

Pardon my silly question. I didn't enter TESO for a while, and I'm doing with a new character. I am trying to enter Imperial City by sewers as I did in the past, but the entrance now is blocked by debris? ✭✭✭✭✭You can now enter the Imperial City directly through the Alliance War menu without having to enter Cyrodiil at all.
Go to Campaigns, and you will see a CP and No CP option for Imperial City.1 -
