Yes. They discovered that other classes were using leash to be more effective tanks. They disliked having semi viable alternatives to DK tanks so they increased the cost leash.
Or they discovered that leash was being used as a spammable gap closer in pvp and made it expensive enough to be used sparingly instead, without concern for the negative impact on pve diversity.

I run Leash in PvP on two characters. With 2k or so stam recovery, at the current Update 22 cost, I can spam it at a ridiculous rate. That's unnecessary for a skill that is essentially a gap closer in PvP applications. I agree with Vermethys's suggestion on refunding cost for a failed pull if PvE tanks think that would help PvE applications.
