From most recent patch notes...

Templar

Dawn’s Wrath
Eclipse: This ability and the Unstable core morph can now only be active on one target at a time. This was done to prevent situations where placing the ability on multiple targets would break the ability since there is a cooldown to the ability progressing through each stage.

ZOS tries to radically change Eclipses functionality, introduces an interesting but complicated stage based mechanic which breaks it working on more than one target and instead fixing it or reverting it just decides to cap it at one target; so it now is a much much worse version than what's on live. Multi-target now single target, less damage done to attacker, no heal return for caster. All that traded for a snare/root that will be ignored by 99% of Stam players and a stun that may or may not go off making it unreliable to time with burst.

[Edit for bashing.]

I love it when people believe they know how to run the game over the actual developers.

Yeah people who have actually played a class for thousands of hours have no idea what they're talking about right?

There are plenty of things in the game I'm not fond of, but that doesn't make me claim these people are *** at their jobs.

People who’ve played a class for thousands of hours often are biased towards that class, and don’t like it when they perceive a change to it as a nerf, even if it just changes the functionality, or if it was over performing. The game devs have their own criteria for making skill changes, and it is sometimes based on actual balance, although it seems like they often change things just because they want us to continue to grind for the latest and greatest BiS thing.

You don't have to be good at your job to be a developer. It's a job like any other. You apply for it through the company website. Experience requirements are usually that you like video games and have worked in game development before. You're often picked for the job because you know someone in the company (like any other job). Game development isn't some meritocratic utopia. It's just as easy to become a game dev as any other job.

Combat balance is also one of the hardest roles to hold accountable because there aren't any metrics management can track regarding dev performance. The combat team would need to completely *** things up before players started leaving or spending less money on the game (the only metrics management cares about).

It's also important to note that there are different types of "developers". You have guys and girls who are coders and develop the back-end systems of the game. Combat devs don't do any coding. They just tinker with damage/resource values and play test changes. You often find former players in this role (see: Gilliam).

They basically admit it in the patch notes. The change was made not because of balance but because they couldn't correctly implement their new mechanic while keeping Mult-target functionality. That's a matter of inability and stubbornness with moving ahead with half baked changes. The Devs aren't my friends, they're people that get paid (some small portion of which came directly from me) to produce a fun and playable product and if they aren't doing that I don't feel bad for calling them on it.

    I agree with the sentiment.

This game is developed with Agile methodology. That means that the Product Owner meets with the development team on a daily basis to micro-manage the delivery of the products contained within the current sprint.

The Product Owner also meets with the management team on a regular basis to ensure that they are delivering whatever the current business requirement is.

All decisions about what constitutes the final product, are made by the Product Owner. Not the developers. Part of the developer's role is to convince the Product Manager that their ideas will deliver the management team's goals.

sounds like what compton is saying though is that they changed the skill for "reasons"...those changes bugged out, so, zos decided to nerf the skill to compensate for the bug they introduced with their initial change...

if so, that is pretty disappointing...
