Mouse wheel not working for positioning a furnishing.

Has there been a change or is there a setting that would affect the mouse wheel not longer being able to move a selected furnishing item? The wheel works fine for zooming everything else so I'm at a loss as to what to look for. The lack of the function doesn't allow me to embed, sink or float items.

✭Just thought I'd update this as it is a setting. A friend told me to try to using the "T" key to see if I accidentally got toggled into Surface Drag mode and that did it.2
