Yes and no. I think it’s needs a buff to counteract the new dots. But also I’m happy to have a stronger single target version because I’m often solo or in a very small group accounting for my own survival.

It is not stronger! It is 6% more healing for 6% increased cost, consumes your action every 4 seconds and doesn't heal allies anymore. This is pure-blooded capital nerf.

How only 6%? It got an 85% buff in the first PTS notes did it not? Now it’s 28% less. So idk exactly where that ends up as I’m not sure how they’re calculating it but it can’t be 6%.

Because ZOS is tricky with their % numbers.
So on live it is 3150 per second vs 3388 on PTS. 3388/3150 = 7.5%. Difference in cost per second is 6%. Given that you no longer heal allies and don't have HoT from Rally/FM AND we will be under permanent undodgeable degeneration+soultrap this is really bad. This patch will be a real BS for solo players.
Yep, PvP, PvE, I don't care any more. If it's moderately effective and fun, I'll play it. Tha changes are starting to get stupid.
I understand changes as the game evolves, but there's a difference between evolution and change for the sake of change. Or worse, constant change for the sake of "change the meta so people will chase it".
