Hopefully not. They'll most likely have the same mechanic as skyshards, you have to complete the skill line on a character in order to unlock it for another.

Nope, YOU need to have already unlocked the skill line ( maybe maxed it ) to be able to purchase the full benefit

    They actually cannot be gifted.

When did that change? When crown gifting was added they were specifically excluded.

I’m in the game now, and it looks like it will go through, haven’t actually gifted it to someone because I don’t sell crowns and I can bite for free. But yeah, it’s letting me gift it.

i recieved vampirism (gifted to me) from a friend, when i made a new character.
so "yes they can" be gifted.

Possible ways to gift skill lines if both users have steam one person would simply give digital steam funds to the other who are friends and said receiver of funds can use the steam wallet for crowns aka skill lines.

If someone already mentioned this above outstanding if not well tbh I didn't take the time to read that far if neither has steam then time to get creative lol

You can be gifted the effect, not the fully leveled skill line.
Note that bites are free or at most cost an service fee in gold.

As I understand you need to max out a skill line on one character to buy it on alts so it would be very complex to gift so its not done.

Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.
